Project Synopsis

The SUBARNA III Phase III – Year 3 project, led by CARE Bangladesh and funded by the Foreign, Commonwealth & Development Office (FCDO), aims to strengthen Bangladesh’s disaster response through enhanced joint needs assessment and analysis. Operating from June 2025 to March 2026, the project supports the Disaster Damage and Needs Assessment (DNA) Committee under the Standing Orders on Disaster (SOD 2019), ensuring inclusive, coordinated assessments during emergencies. Key activities include developing operational guidelines, orienting stakeholders on the Emergency Operation Dashboard (EOD), and integrating the Joint Intersectoral Analysis Framework (JIAF 2.0) into national systems. SUBARNA III continues to strengthen the Needs Assessment Working Group (NAWG) as a national coordination mechanism by enhancing government engagement, improving analytical tools, and institutionalizing joint needs assessment processes within disaster management systems. Through capacity building, strategic partnerships, and evidence-based tools, the project fosters government leadership and improves humanitarian decision-making, ultimately enhancing resilience and preparedness across Bangladesh.

  • Target: 90% of agencies (Govt., UN, NGOs) take early action based on JNA and anticipatory impact reports.
